Introduce home improvement grant schemes to all residents, not means tested, for any project which improves the area. This could be policied with a test on if it is a second home or not, but could cover previous things like energy efficiency, windows, doors, EV Charging point installation, LED bulbs, assistance removing old septic tanks from common public areas, roof repairs etc
